Mr. Chernikov holds the position of Deputy Chairman and Lead Expert of the Scientific Advisory Board and acts as a consultant in such areas as state and administrative law, law enforcement, intellectual property. He served in the central staff of the Ministry of Internal Affairs of Russia, heading the legal service of the ministry.

Mr. Chernikov was directly involved in the development of all major regulatory legal acts of the Russian Federation regulating the sphere of protection of public order and the fight against crime, he is the author and co-author of more than 250 scientific and scientific-methodical works, including 55 textbooks, monographs, manuals and lectures.
