April 12, 2018 Chairman of the Supervisory Board (Council of Partners) of Alliance Legal CG Dmitry Fesko made a presentation at the IV All-Russian Scientific and Practical Conference "Actual Issues of Control and Supervision in Socially Significant Spheres of the Society and State", conducted on the basis of the "National Research Nizhny Novgorod State University named after Lobachevsky. "
More than 50 speakers from various regions of the Russian Federation took part in the event this year.
Scientists, practitioners and representatives of government bodies made speeches on the most pressing problems of theory and practice of monitoring and supervision in various spheres of society and state life.
The Chairman of the Supervisory Board (Council of Partners) Alliance Legal CG Dmitry Fesko, delivered a report on the "Principle of legality in the implementation of state control (supervision) over entrepreneurship: some issues of implementation".
Dmitry spoke about the systemic shortcomings in the organization of state control and supervision, the gaps in legislative regulation, the functioning of the federal and regional authorities in the sphere of ensuring the safety of socially significant and commercial facilities with a massive stay of people.
"In this regard, the draft federal law No. 332053-7" On State Control (Supervision) and Municipal Control in the Russian Federation ", approved in the first reading by the State Duma, needs further elaboration."
Dmitry also spoke about the need of risk-oriented approach (ROA) as an effective method of implementing supervisory activities.
"This approach seems to be correct, since it offers the state to concentrate resources in the areas of maximum risk while reducing the administrative burden on bona fide organizations and individual entrepreneurs."
